Mr. Mortimer was born June 16th 1965, on the island of New Providence to the late Whitfield and Edith Mortimer. After graduating from L.W. Young Senior High School in 1982, he enlisted into the Royal Bahamas Police Force on March 1st 1983. Upon completion of recruitment and training, he was posted to the Southern Police Station, where he worked in the enquiries section for a year. After which, in 1984 he was transferred to the island of Andros until 1986.

Due to his passion and commitment to the organization, Mr. Mortimer has faithfully served in various capacities throughout his tenure. More specifically, from 1986-1989 he returned to the Southern Police Station. He was then transferred to the Police Training College as a squad instructor, where he was instrumental in the recruitment and training of six squads from 1989-1992. It was there, where he was promoted to the rank of Corporal in 1990. During this time, in an effort to enhance his skills, Mr. Mortimer successfully completed a Drills Instructor's Course, which was held by then ASP Henry Thurston and Insp. Kevin Rolle.

Always up for the challenge and never afraid of change, Mr. Mortimer was transferred to the island of Eleuthera in 1992, where he was posted to the Governor's Harbour Police Station until 1997. While there, he was responsible for launching youth clubs within various settlements of the island, including Hatchet Bay, Gregory Town, James Cistern and South Eleuthera. He was subsequently promoted to the rank of Sergeant in 1996.

In 1998, Mr. Mortimer was transferred to Cat Island until 2000, where he effectively managed the disastrous hurricane Floyd and was promoted to the rank of Inspector. In 1999 he was also awarded a medal for Meritorious Service. Additionally, in 2002 he attained certification for disaster management from US Aid/ OFDA, which afforded him the opportunity to attend and participate in various Train the Trainer courses, conducted by the given organization. This certification has allowed him to train and travel throughout various Caribbean Countries, inclusive of St. Kitts, Barbados, Puerto Rica, Panama and St. Lucia.

With these acquired skills, over the years Mr. Mortimer has traveled to Andros, Exuma, Grand Bahama, Bimini, Abaco and New Providence, where he has locally lectured and trained individuals on Initial Damage Assessment (IDA), Damage Assessment Needs Analysis (DANA) and Shelter Management.
In the interim, Mr. Mortimer was transferred to Grand Bahama in 2000 thru 2007 and again in 2010 thru 2014. It was during this time, that he was posted as Assistant Commandant with responsibility for the Northern Bahamas and OIC of the first Satellite Police Training College. In 2001, he was also given a medal for Long Service. Between 2006 thru 2012, he was promoted to the ranks of Chief Inspector and Asst. Superintendent of Police. Because of his expertise in Disaster Management, during both hurricanes Francis and Jane in 2004, he proudly represented the Royal Bahamas Police Force at the Government Command Center. In 2005 during hurricane Welma, he was once again called upon to lead a team of officers and morticians, for the recommitment of 51 bodies that were unearthed during the storm. Notably, in 2008 thru 2010 he was transferred to Bimini immediately following the Bimini Riot.

Due to his effective leadership and management skills, throughout Mr. Mortimer's career as a police officer, he has consecutively worked on eight family islands. Which is why in 2014, he was promoted to the rank of Superintendent and transferred to Abaco as the Officer in Charge until 2016, before returning to Grand Bahama.
